There are several on-line 'chat rooms' designed specially for language learners, where you can communicate with other learners and speakers of your target language in real time. You can also use normal chat rooms for language learning by arranging to meet there at specific times with other learners.

When chatting, you key in what you want to say, hit 'enter', and it is seen almost immediately by anyone else in the chat room at that moment; they can then respond in real time.
Some chat rooms let you set up the chat account in the language you are learning. Some also have voice conference options and blackboards where you can draw while you are talking which can be a real help when you don't have enough vocabulary.

'Chatting' online can be a very lively way to practise the language you're learning. The language used tends to be quite informal so it's a good way to discover and practise colloquial expressions.
As in any live chat, it is good to be careful not to give any personal information which could be used for wrong purposes.
